There is no need to visit setup.php!

After editing config.php you just need to visit your Moodle home page - that's all. When I tried this on your server I got something else - so it looks like that's an incomplete set of Moodle files. Even http://www.ucway.com/moodle/admin/ is missing.

An essential bit of reading that may help is this: http://moodle.com/doc/?frame=install.html

Those files were download from moodle 1.0.8.1 , I found it was overlap some files when unzip. Now delete it out and upload the previous version 1.0.7 into it, but when I visit the my site www.ucway.com/moodle/ nothing can be read. I already follow the instruction on your install file. Still I can't make it work. May be I am so stupid on it....
