I need to create a new role for an "Application Admin" which should have all the rights of a regular admin except "Create roles".
If I allow "Change site configuration" and prevent/prohibit "Create and manage roles" I am still able to create a new role.
Is that a normal behavior?
It seems to me that there is a bug in admin/roles/manage.php
I made also changes in a teacherrole and it wasn't saved. See http://moodle.org/mod/forum/discuss.php?d=60421
It doesn't seem to be an issue with saving into the database - the "permission" is saved as '-1' for "prevent" and '-1000' for "prohibit".
I haven't look at the code yet, but will do once I'm done with all the new roles setup.

Is there an issue in Moodle Tracker so we can patch our existing code or should we just check out the latesst 1.7 from CVS?
