A very strong knowledge of PHP is a must, knowledge of Moodle coding would provide a strong advantage.

I lived in Sydney for 7 years which is a lovely city, but you would be very hard pressed to choose between Perth and Sydney. I was in Perth for 2 days in April last year and it left a very very nice impression. In 1995 I took the Indian Pacific train first class from Perth to Sydney which was the adventure of a lifetime.
On a slightly more on topic note, although I am not really a Moodle developer by trade, I have it mentioned on my resume (CV?) and I have been contacted three times by agencies in the last couple of months about Moodle development contracts. I think this illustrates that it is really making headway. People are not just installing it "out the box" they are customising it for their own requirements.

One of the main projects we are working on for our Mellon grant work is a Developer's Course, intended as an introduction for folks who already have programming skills. This course is not at all ready for students yet, however if developers and/or computer science faculty/instructors would like to contribute, review and/or comment on it, let me know.
