Show the Course Blocks option isn't working 1.7

I am using version 1.7

When I add a webpage or text resource to my course and check the "Show the Course Blocks" option the Social Activites menu is empty and a HTML block doesn't show up at all.

Update: The HTML block doesn't show up because it is a sticky block. If any one has any idea why the activities go blank any help is is appreciated.
