I am setting up an art course that does not use grades. Is there a way to either disable grading or to not have it show up in the "Administration" section when a student is logged in?

I'll put in a course option for that when I revamp the grading scheme.
In the meantime you can hack the function print_course_admin_links() in course/lib.php to not print the links for students.
