Resource types

I'm trying to add a rating frame to the bottom of each html resource to allow the student to display their feelings on each page. I would then use the average rating and the average amount of time spent on each page to determine the validity of each page.

Currently, I have each html page in a fameset with the rating frame at the bottom. As the number of pages increase, the system becomes more and more difficult to maintain, as u can imagine. Can anyone suggest a generic way to do this?
