Internet Explorer is displaying .pdf .xls as text files

When you try to download .pdf files with Internet Explorer is displays them like the file is plain text. Firefox dipslays them fine. I have tried changing the file.php setting in configuration.

It seems to me that Internet Explorer reads the file.php and so displays it like normal HTML pages. Instead of seeing the .pdf and using the Acrobat Reader Plugin.

Forcing the file to download may help.  There is a forcedownload parameter that can be added to the end of a link, or set site wide through file.php.  See this discussion.  I use it with OpenOffice files because of IE behavior.
