RSS Block problems in 1.6.2

I have a new installation of 1.6.2 and I want to create an RSS block. when I set it up the page takes forever to load but no feed is shown. I have validated the feed so I know it is ok. I remember when I insatlled an older version of Moodle I had to change in the snoopy file because it is a school Moodle that sits behind the LEA proxy. Any ideas please?

And what are your answers to Ken's questions?

Did you manage to change the proxy settings in the snoopy file to point to the LEA proxy?
Can you check that you can access the RSS feed from the moodle server using a normal RSS client?

Could you just confirm the location of the snoopy file for me. I did change the settings in a file I found in lib/snoopy. In older versions, I remember there being a snoopy file in lib/magpie?
