Replying to my own post!
I have determined that this problem is happening when a second
instructor (or administrator) clicks on edit grades. If the
original teacher who entered the grades uses edit grades, then you have
no problem. If a different instructor clicks on "edit grades" the
grades seem to be initialized.
This has been reported to Humboldt, and Jeff Graham is working on it!
