I am using Moodle with zh_TW language pack.
All chinese characters involving "訂閱" (subscribe), "允許" (permit) are displayed as "訂?", "允?" in the zh_TW language pack. However, there is no problem if the same chinese characters involving "訂閱", "允許" etc are come from written messages which stored in Mysql db files.
When I use any text editor in windows to edit forum.php,
I found that all characters are correctly displayed including the characters
stated above. However, when I use "Configuration"->"language" to edit
forum.php, the characters stated are displayed as monsters, if I retype
these characters back to normal and save. It cause parse error!
In the php.ini, my settings are as follow:
magic_quotes_gpc = On
magic_quotes_runtime = Off
magic_quotes_runtime = Off
Each of the above are tested in either "on" or off" mode but still can't fix the problem.

IIS 5.0
php 4.3.4
MySQL 4.0.15
