Activity locking is
only at the state of "hack" that is why it don't appear in 1.6
official.
In Moodle roadmap it is planned for 2.0 under the name conditionnal activities. Moodle doc provide a section for Activity locking with a table to summarize the versions and the possibilities.
Just for fun, conditionnal activities won the quiz most wanted feature in 2003 in this hidden choice activity!
