It works on linux (see moodle.org). The locale for Windows looks a little weird, but I can't find any better. I can confirm it doesn't work on my win2000.

Just to mention: sr_utf8 is already (still, better to say, for it is so neglected for ages) available for download in its pre-Moodle-1.6 state.
