Martin, what's your secret with the locales?

If I try the locale fi_FI@euro or sv_FI@euro in locale field of config variables page, everything works fine. Only one locale works though in moodle.org you can change the language to swedish or finnish and the locales work always. I tried this:

fi_FI@euro,sv_FI@euro

and this:

fi_FI@euro;sv_FI@euro

in locale field of config variables page but then only the english locale worked.

I tried to change the default language also.

The answer is:

Use Fedora.

I used Debian before.

If you used Debian before, then the answer is/was:

    dpkg-reconfigure locales

and choose all the locales you need. Debian doesn't ship with all the locales activated.

I have tried dpkg-reconfigure locales and I have choosed fi_FI@euro and sv_FI@euro but they don't work simultaneously. Maybe the problem is that sv_FI@euro locale.
