Restrict ability to rename certain roles in course

Hello! Tried to do my due diligence by reading docs and searching forums but came up empty. Wondering if this is a bug or me thing.

Using moodle version 4.5

Our teachers can see and have the ability to edit the name of all of the roles that are defined in the system by going to Participants > Role renaming.

They do not have the ability to assign these roles so I find it odd they can see them.

Further investigation I found the capability to prevent/prohibit the renaming of roles however, I want them to be able to rename the roles they have access to and this seems like it would prevent them from doing so.

Hopefully I am just missing something simple here! Thanks in advance.

Ah, I think you may be out of luck, here! Different areas, unfortunately.

Rights to assign are role based and apply to one role having the permissions to assign a role to a user (enrol/manual); whereas, renaming a role is course settings, so this changes what the course page 'calls' the roles (only applies to that course/level).

I get that is how it works at a programmatic level, but it honestly doesn't make sense logically. As a workaround I suppose we will likely re-name our custom roles so they are more cryptic so our teachers don't get too curious ;) I wonder if it's always been this way... I honestly never noticed this before and assumed if you don't have access to a role why would you be able to rename it.
