Hello. I have moodle users with vision impairments. They dislike to find blocks moved by students or instructors from side to side. Its chaos to trace the new location of block such as Navigation block, administration block etc every time they login. please help me to know how i can make them sticky

The Navigation and Administration blocks are no longer used in recent versions of Moodle. Navigation is provided by the course index and administration links are in the course navigation, both of which are always in the same place and can't be moved. Thus, if you can upgrade to a supported version of Moodle, the navigation and administration will no longer be movable.
Alternatively, you can make blocks sticky as described in the documentation Block settings.
