Hello My teacher my teacher didn't receive an invitation/now I want to delete the teacher and start over again.
I have unenrolled her in all of her classes but when I go to site admin/users/bulk user actions/select my teacher/click delete/
I get this code: 
I want to delete my teacher so that I can make a new acct for her and send her a new invitation.

From your other posting appears you are hosting with moodle cloud. There is a forum for Moodle Cloud
