I am using Moodle version 4.5.2

When I click on a PowerPoint file in our course, it automatically downloads - I don't want it to do that, I want it to open the window.

I have the appearance setting for that file set to open, but it still auto-downloads instead of opening. I have tried all the appearance settings for this file, and they all download the file; while the pop-out option does open another blank window, it still downloads the PowerPoint instead of opening it. I have checked the course default settings and don't see anything that would force a download.

What setting(s) do I need to change to open the document in with the window rather the download it?

PowerPoint files (.pptx) are not web ready.   To get what you want, export/save your PP's to html5:

Moodle doesn’t have a built-in viewer for PowerPoint files, so they typically download instead of opening in a new window. One workaround is to convert the PowerPoint to a PDF and set it to open in the browser. Alternatively, you can upload the PowerPoint to Google Drive or OneDrive and embed the link in Moodle. To prevent PowerPoint files from automatically downloading in Moodle and have them open in a new window instead, first ensure the file is in a supported format for previewing, such as PDF or an embedded viewer-friendly format. Then, in the file's settings under Appearance, select "Embed" or "Open in New Window" instead of "Force Download." Additionally, verify that the File Viewer settings for PowerPoint files are properly enabled in your course. If this still doesn't resolve the issue, you might need to install or enable a plugin that supports previewing PowerPoint files within Moodle.
