Dear Moodle Experts,

Do we have an instruction manual for data migration, covering all data such as users, stored files on the Moodle server, courses, and plugins, for migrating from Moodle version 3.x to 4.x and from 4.x to 5.0?

Starting next week my manager wants to decomission all the Moodle version 3 instances and we will migrate everything to Moodle 4.5 instances.

Are you moving your sites to new servers?   That's a migration.

If you are keeping same servers and just upgrading moodle versions then that's an upgrade.
