If you click on the blue heading, for example, Manage certificate templates, then you'll be taken to that page.
But there's a clue at the bottom of your screenshot, it's tool_certificate, the Moodle Workplace certificate manager plugin.

Thanks it is resolved. I had to install another plugin, now I am able to see it.
