The migration work is being done to facilitate other placements, like AP, which is one being developed largely by Turnitin. I believe their goal is to move away from using (and importantly, from maintaining) Moodle plugins. So I'd say you're correct in that the eventual AP work will replace that plugin. With respect to outcomes: As Brett said, nothing in the migration project deals with anything outcomes related. However, once AP lands (eventually) and you're able to use Moodle's native assignment module + AP (if that setup works for you), then of course outcomes can be used.
