A Different Problem Sending Announcements to a Specific Group

I don't want to hijack the discussion in the "Sending Annoucements to a specific Group" thread, but I have a similar problem.  I'm trying to post in a forum set to "Separate groups" but I'm not given the option to choose anything other than "All participants."  Any ideas?

On the forum landing page:

When composing a post, in the "Advanced" section:

Hello,

I suggest checking if the user has the access all groups capability (moodle/site:accessallgroups). The default teacher role has this capability set to allow but maybe it's been changed on your site?

The instructor has access to all groups, and permission to post to all groups:

Hmm, is it possible that the instructor has these capabilities at the site level but they are prevented or prohibited at the course or activity level?
