How do I generate a report containing a list of all users and their roles? Site administration > Reports > Report builder > Custom reports > New report > Report source = User. There is no option to add user role as criteria. In addition the "Browse list of users" filters are not intuitive. Version 4.0.4+ (Build 20220922)
Create a new report, select the Report Resource - Roles.

Sorry Neddi - roles as a report source only came out in Moodle 4.4
