General plugins

As I said in the title, the Cerificate module now added to MoodleDocs and to the Modules Database.

If users of this module could click here to update the MoodleDocs with information it would be much appreciated. When I get time, I will add what I can.

The 1.6 version Chardel has prepared is now also available in the Moodle module database by clicking here for those that need it.
