The following links are classified related to course set up, I find confusing on guiding through the learning process.
Where to start first? there are too many features, and I don't know where to get start, also a lot of duplicated similar topic, such as create a course
Any suggestions on any structural approach to learn Moodle?

It's a wiki, so it's not always organised as a logical walk-through or tutorial. There IS an online tutorial for Moodle which I think you've been pointed to.

The online documentation is more a work of reference. Having said that, I've never had to use it to "learn" Moodle from scratch so, in that respect, I'm probably not the person to ask.

If you need to learn 3.11 Moodle for your organisation (and it has been suggested you get them to upgrade) then there are two playlist of videos on your version 3.11 here:

However, I still advise you to do the two sets of courses on Moodle.Academy - at the moment they are based on Moodle 4.3 and will be of more use when your organisation upgrades.

They take you through step by step in simple words - and if you don't like watching videos then you can download the transcripts and read the words.

Frankly I don't understand why you didn't start these a few weeks ago when I suggested them. They are excellent quality. 😉😀

Now, I see, that is great stuffs, we are upgrading Moodle, so I only look for upgraded training materials, not 3.11 any more.
