No the issue wasn't resolved. It was a live training during which this happened and people's courses were not being marked complete. Completing the final feedback activity was the criterion for course completion and issue of badge - Feedback was supposed to be unlocked once this activity of Course Assessment was marked complete, but this one was not getting marked as complete even after users received a grade, so I had to change the setting for the Feedback Section to open before Assessment completion as a quick fix
I resolved it on my end to avoid confusion on the user end, but technically it wasn't resolved as per our needs. Course assessment is not marked complete at a fail score still, so users are not able to unlock feedback section and complete course unless they pass the assessment. We need that at any grade they are able to to give feedback and complete course.

The version we are using is Moodle 4.2.2
