I would like to know if the settings can be exported and imported among platforms to avoid manual workload.
Can the function "site admin presets" be used?

thank you for your question. There is no such global feature as I conclude what you'd expect from your description. Feel free to create an issue describing the related use case and expected behaviour. Knowing that this only solves part of the problem - this issue is in progress: https://github.com/moodle-an-hochschulen/moodle-theme_boost_union/issues/41
