When I create a quiz, and then add a question to it, the "Category" setting defaults to the course context (see screenshot below). Similarly, when importing questions into a question bank, Moodle defaults to the course context. Is there a way to have the activity context be the default option? I'm writing a tutorial, and my users are accustomed to having their questions "live in the individual quizzes." I can instruct them to change to the activity context, but I'd prefer to avoid that if I can.

This is by design, but you are right, where this is a best design is open to debate.
The only way to change this default is to alter one line in the Moodle code. (You can find instructions in older posts in this forum.)
