Hello there. Can you try on sandbox.moodledemo.net? Are you using a custom theme? I see a description when I go to the same place as youi.

We are using Almondb theme: https://moodle.org/plugins/theme_almondb

In sandbox, I see the description block.

Could it be that we need to change, add or activate a setting from Core?

I don't know of any core setting - but as contributed theme it might have its own settings in Site administration > Appearance > Themes which you could explore.
