Thank you Shirley. We are actually still on 4.1 but your reply set me on the right track. qtype_ordering had actually been uninstalled on our site a few years ago but seemingly a remnant in some old courses. I was under the impression that courses could still be deleted after a plugin had been uninstalled, but in this case I had to re-install the plugin and the courses then deleted fine.
