In my use case, I want the user while reading a question stem, launch a LTI product in a popup menu.
I don't see an option to call out LTI link/External tools in Moodle Question Editors.
Any suggestions on how to approach this?

At this point its not possible. However HQ is in the process of refactoring the LTI subsystem to make use cases like this potentially possible in the future. I expect we should be seeing this initial work completed in the second half of 2024, however a quizzes placement wont be part of that initial work.
