I want to configure a role that will allow creating a learning plan for a user from an existing learning plan template but can't edit or create a new template.
They should only be able to use the existing templates as provided.
I'm not sure how to do this.
If I disallow moodle/competency:templatemanage then the learning plan templates vanish from the Site Administration menu even though moodle/competency:templateview is enabled.
Is there something I'm missing or is this not possible?
