Roles and permissions

Hi all, 

In my company, the requirement is: allow all users to create courses, but make them visible only after approval. They don't like the "Request course" workflow.


Test: What I am trying/testing: I have set new course visibility to default Hidden, and I am testing with a user that also has the role "Course Creator", with the "Hide/show courses moodle/course:visibility" set to Prevent. 
Result: Well.. that is not working when creating a course, only when editing it. 

Test: I tried another thing: A hidden category on top, and the Course Creator permission "Change course categorymoodle/course:changecategory" set to Prevent
Result: again, the user is able to change the category when creating the course, as with the visibility..

I'm out of ideas and it seems these permissions don't work as expected.. Any solution?
