We are encountering a bug with the Completion Certificate plugin in our Moodle environment that we didn't encounter in our previous app. The Certificate is set to be automatically emailed to users when they complete a course, all of our settings are the same as our previous app, yet this feature is broken. The users are correctly listed as completing the course under the course component, but the certificate component does not register this. I have double checked all Moodle settings, tried different configurations, and have confirmed that the scorn script for this certificate emailer is working correctly. It seems to be an issue with the certificate plugin registering when new users have completed the course.

Is this the Custom Certificate (mod_customcert) plugin? If so, which version?

That doesn't sound like mod_customcert, but if you're using SCORMs there is an unresolved bug with activity completion in Moodle 4.3 (MDL-79967).
