In my school's moodle installation the students cannot change their individual (system) message preferences. There is no such link under profile->settings nor is there a gear symbol when they click on the notification symbol (bell).
However, admins and managers can change their preferences, so I guess that this has to do with the role privileges, but i am not able to find the corresponding user right. Or am I on the wrong track?
