What's the version of your database software? And is it MySQL or MariaDB?
Moodle 3.2.2 is over 6 years old and subsequent MySQL and MariaDB changes can break old versions of Moodle.
Try updating to Moodle 3.2.9 (the final 3.2.x release) as there were some fixes for newer MySQL/MariaDB versions, such as MDL-59100.
