Manager role selectively not displaying editing functions

I have a staff member who has manager role at category level who is experiencing issues editing within a course. They are also enrolled as staff member (before the manager permissions were assigned)

They cannot edit content imported from a previous course, only limited options appear in edit cog, see image.
All permission are okay for newly created content. 

Other staff members with staff and manager role are not having this issue.

It seems therefore particular to this user, but I have been unable to replicate the issue when "logged in as", or identify the cause.

Permissions are seem to be okay, user enrolment start and end dates okay, course settings okay. I've given the user manager role for the category that includes the course that the content was imported from.

We have tried clearing browser cache, logging out and in.

Does anyone have any other ideas?
