I think you can do this with groups. Put all the students in one group, and all the Lectuerers and Programme Admins, etc. in another group.
There are in-class permissions. Go to Participants - Enroll Users - Permissions.
Search for "Choice" and when you get to "Record A Choice", prohibit the teachers from answering. We use choices for our Lunch Ordering and then pull the report so we know who ordered what.
