In addition, most evidence informed education sciences practices can be translated to your Moodle course. And if you already have a background in Ed Sci, you may want to have a look at the ABC Learning Design framework, which also has an introductory course on Moodle Academy (https://moodle.academy/course/view.php?id=14).
A general thought would be to start your design from the learning objectives and/or outcomes you have in mind, and work your way back to how a student starts their learning path towards those.

You made me think about the first question, "How do you find engaging instructors?" A lot of "engagement" is based on how active instructors are in a course. Moodle has many tools for engagement. One of the best Moodle tools that I would encourage you to look at is the "Forum" activity.
