I added Pearson LTI 1.3 to Moodle but when try to view the configuration details nothing happen. From the tools list when try to click on view configuration tools for the LTI, it shows that it is not clickable.

Firstly, just to clarify things for you, you don't need to enable the LTI authentication or enrolments plugins to use LTI the way you're using it (consuming a third party tool). You only need to enable those if you're publishing your Moodle content so that some other 3rd party can consume that.
With respect to the problem with the configuration details modal, can you check the browser's developer tools console and see what it reports when you click the icon? Are there any Javascript errors? What about when you refresh the page? This isn't something we've seen with vanilla Moodle, so I suspect a theme or plugin is impacting this page in your case.
