Can we annotate assignment files submitted by students in image format, say jpeg or png?
Is there any plugin to convert it to pdf and then annotate it?
I read some previous post they suggested having some document Converter plugin, but such plugins are there for doc or pptx files but not able to find any such plugin for image files

I don't know of any plugins; perhaps someone else does.

However, what I would do is download all assignment files and annotate them with your own best tool, then re-upload them to the students. Moodle provides this ability. Moodle also provides you the ability to grade assignments using a spreadsheet.
