Sorry if this has been clearly answered but a recent issue.
Instructor has not been receiving email from Announcements Forum.
The subscription is set to Forced.
The instructor as email Notifications set to On when online and Off when offline.
They believe they received emails previously.
I though an Announcement Forum and Forced subscription would override the Notifications setting. But, does the Notifications setting actually override the Announcements / Forced setting?
I would like all participants to receive email from Announcements regardless of their notification settings. Announcements are important.
I understand that this may be an email server settings issue. The user has checked their spam. But, I want to eliminate or identify Moodle as the issue before trying to track down email issues.

Forced subscription doesn't override notification preferences.
If the instructor has forum post notifications set to off when offline and the announcement forum post notification is sent when they are offline then they won't receive a notification.
Thus, the instructor needs to set notifications to on when offline as well as when online. (In recent versions of Moodle there are no longer separate settings for online and offline, as it didn't make much sense and was confusing.)
A site admin can set default notification preferences for all users on the site in Site administration / Messaging / Notification settings. If required, settings may be locked so that users can't change them. For more information, please see the section 'Notification settings' in Messaging settings.

Thanks, that cleared everything up for me and helped explain why the instructor was receiving emails sometimes, but not always.
