I am looking for a way for users to track their time for any training they may have done individually on their own time. We would like to be able to have the hours be reportable on as well. Does anyone have any experience with this?

I don't think we have anything in standard Moodle for tracking time, however you may well find an additional plugin to suit your needs. For example, I took a quick look in the Moodle plugins directory and came across https://moodle.org/plugins/block_timestat.
If you'd like to discuss time tracking further, I suggest you try posting in one of the forums in Moodle in English, maybe General help.
