Is anyone able to explain to me what is the difference between average rank and average value on the questionnaire?

I am inexperienced in the Questionnaire module. Just taking a shot, because no one has answered. The difference of 1.0 between the average rank (9.6) and average value (8.6) is suspicious. Is it the one-off in the scale, from 0 to 10, and not 1 to 10?
