I am confused why all of a sudden this term our teachers are in with students when grading assignments.
We are on Moodle 3.11.10 (Build: 20220912)

Well, either they have been given the student role in the course or the teacher role has been added as a gradeable role in the admin settings.
I am in the Admin Settings, I am looking through the Role of Teacher but am not finding anything in here that talks about making the Teacher Role "gradeable".
Can you point to a specific Capacity in the assign roles that I should be checking?

Check up on mod/assign:submit in Site admin > Users > Permissions > Capability overview. It should be Allowed only for Student role, Not set for everyone else.
If that is okay, then you can also take a look at the Overrides for specific Assignments, if this is happening in some Assignments but not others.
