So, we have customized the ATTO text editor... specifically we have added the Take Picture plugin (https://moodle.org/plugins/atto_recittakepicture)

When students answer essay questions, the Take Picture icon is not available, but all other toolbar options are.

Any ideas?

Just a thought - usually if you want students to add a file in an Essay question you need to select 'HTML editor with file picker from Response options in the set up. Did you try that?
