Which capability to bulk create courses?

I would like to allow a role to bulk create courses via a scv file (Site administration > Courses > Upload courses). I've browsed the list of capabilities, but I can't find which one controls that action. The docs page has no info about the relevant capabilities. TIA for any pointers ngiti
