I frequently use course upload (via .csv) to make copies of many existing course shells at a time. However, I just discovered that permissions to not copy over when I do this (as this user discovered in 2015). 

Is there a way to copy the permissions during a course upload that I'm missing? I haven't been able to find any solution, so far.

Is there anything in this tracker MDL-63381 that might be relevant to that? It's about Imports but that uses Restore. The upload should also use the standard Restore functions. If not, it is broken.

You really are my hero, Randy. Seriously. You've solved more of my problems than my therapist has!!

There was a setting, backup | backup_general_role_assignments, that I needed to change in Administration. Viola!
