Switch in on at moodle/admin/settings.php?section=debugging and see what it does.
Check if the rest of your server is OK at moodle/admin/environment.php
It should not be a problem to have Zend opcache enabled.
There is an open bug about opening language pack customisation in some circumstances, : https://tracker.moodle.org/browse/MDL-67302. So I would for now first try to get your ar working without customisation.
