Where is the language menu in moodle.org?

In the past, one could select the language of the Moodle-generated text independently from language of the "community". Means you could be in the Deutschsprachiges Forum and have the Moodle-generated text in English. Is it gone now? I mean, do you now force the language of each community to its own?

Well I checked the German, French and Russian communities (the ones I frequent) and indeed the language is forced in the settings of each of those courses. I'm sorry I am not observant enough to remember what it was like previously.
