I just wish it were possible to make Moodle not use any Cookies for simplicity's sake for a start page that is read-only. Technically it should be possible as any user who's not logged in gets logged in as guest or "authenticated user" automatically anyway, so there's no need to save that information in a Cookie. Things like the language could be saved or asked to get saved after it was changed from the default for example. At login of course a Cookie needs to be saved but only then is it really necessary.
Or is there a way to have a read-only start page after all?
